Dr. Mukhtar Ahmed is the Chairman of the Higher Education Commission (HEC) of Pakistan, serving in this capacity multiple times, with a focus on higher education reforms and policy development.

He has a Bachelor’s and Master’s degree in Science from the University of Agriculture, Faisalabad, and earned his MBA and Ph.D. from the University of California, Riverside, USA. Dr. Mukhtar has held significant roles, including Executive Director of HEC, Member (Operations and Planning) HEC, and Deputy Director General at the Islamic Educational, Scientific, and Cultural Organization (ISESCO).
